Objectives
The global objective of this call for proposals is the same as the global objective of the EIDHR, set out formally in Article 1 of the Regulation N°235/2014: to contribute to the development and consolidation of democracy and the rule of law, and respect for all human rights and fundamental freedoms worldwide, within the framework of the Community’s policy on development cooperation, and economic, financial and technical cooperation with third countries, and consistent with the European Union’s foreign policy as a whole.
The specific objective of this call for proposals is to support civil society and human rights defenders in third countries working on human rights (political, civil, economic, social and cultural), and democratisation, as further explained within 2.1.4.
Eligibility of applicants
In order to be eligible for a grant, the lead applicant must:
• be a legal person and
•be non-profit-making and
•be a civil society organisation and
•be established in Montenegro or a Member State of the European Union , or any country, as all are eligible for participation in contracts financed under this Instrument, without prejudice to the limitations inherent in the nature and objectives of the action and
•be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
•be registered at least 12 months prior to the deadline for submission of project proposals and
•if the applicant is a national of an eligible country other than Montenegro, they must have at least one Montenegrin co-applicant and the local capacity development must be strengthened through some proposed activities.
Size of grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
• minimum amount: EUR: 60,000
• maximum amount: EUR 150,000
