Background                                                                    Maximum amount: 1 000 000 EUR

Lebanon is included as a country neighbouring Syria at risk of a major food crisis. Since 2011, the Syrian civil war has affected neighbouring countries with growing influx of refugees competing with the poorer host communities. The ensuing economic repercussions and unstable security situation generated severe and negative effects on the agriculture economy and food production capacities in the most affected geographical areas of northern and eastern Lebanon: the Syrian border areas of Akkar and Baalbeck-Hermel.

PRO-ACT will focus on the most vulnerable populations, facing recurrent crisis and under food stress. It will target and include small scale farmers, host communities, rural women and other vulnerable groups.

PRO-ACT will be in line with the objectives and priorities of Ministry of Agriculture’s 2015-2019 strategy, which identifies the following as major challenges facing Lebanese agriculture:

   - “Ensuring availability of adequate and safe food supplies and enhancing food security”; and
   - “Ensuring sustainable management and use of natural resources in response to climate change impacts, land degradation, overuse and
       over exploitation”.


Objectives

The global objective of this Call for Proposals is to improve the food and nutrition security situation of vulnerable population groups.

The specific objective of this Call for Proposals is to enhance the capacities of vulnerable groups to sustainably produce and access food.

The geographic focus of this intervention is north/eastern Lebanon and more specifically the regions of Akkar, and Baalbeck-Hermel.

The priority is to enhance the capacity of the targeted population to face future crisis namely by ensuring sufficient access to food and a dietary balanced intake.

The following activities will be prioritized:

       - enhancing resilience to food crises (e.g. reducing the risks of and/or reducing impact of food shocks);
       - increase nutritional status of food insecure population.


Eligibility

In order to be eligible for a grant, the applicant must:

   - be a legal person; and
   - be non-profit-making; and
   - be a Non-State Actor (NSA), registered for at least three years at the time of the submission of the application, and
   - be established in a Member State of the European Union or in Lebanon; and
   - be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as
     an intermediary.


Budget

The overall indicative amount made available under this Call for Proposals is EUR 2,000,000.


Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

   - minimum amount: EUR 500,000.
   - maximum amount: EUR 1,000,000.
