Description

Engility Corporation, building on IRG’s legacy in international development, seeks a Chief of Party (COP)for the USAID - Municipal Energy Reform Project (MERP) in Ukraine. The Chief of Party will act as the key liaison and central point of contact between USAID and all other counterparts, implementing partners, and alliance partners involved with the program. The COP’s role consists of a range of activities, with numerous counterparts and participants. Her/his primary responsibilities are aimed at providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the work plan and contract.


Responsibilities: Oversee the project, budget and annual work plans for all activities.

   - The COP is responsible for overall technical and managerial leadership, with overarching responsibility for program operations and the
     performance of all staff;
   - Providing overall project control, operations, management, planning, budgeting, scheduling, logistics, security and financial tasks
     implemented by the Project Team;
   - Providing strategic guidance and expert advice to Project Team, USAID and counterparts;
   - Developing methodology and technical approach best suited to respond to project needs;
   - Design and execution of the annual work plans and budgets that identify key objectives, responsible staff and deliverables; performing
     final quality assurance and quality control;
   - Providing final review on Project Team work products including assessments, work plans, evaluations, and reports;
   - Assuming ultimate responsibility for conduct and delivery of work;
   - Providing the highest level of strategic direction and leadership, to ensure all project goals and objectives are met;
   - Ensuring the timeliness, cost-reasonableness, and quality control of all activities performed under the project;
   - Preparing reports according to the contract requirements;
   - Ensuring USAID regulations and procedures are followed, and that all USAID contract deliverables are provided as required; and
   - Performing other duties as requested by the COR, USAID.
   - He/she is the central point of contact for USAID and Ukrainiangovernment agencies and will be held accountable for all program
     deliverables and outputs; her/his performance will be measured against the achievement of program results;


Requirements

   - Depth and Breadth of technical expertise and experience in the following areas: energy energy sector reform, residential and public sector
     energy efficiency, public utltity regulation, successful experience in managing or developing public-private partnership;
   - Strong technical expertise and knowledge of energy issues in developing countries with significant experience in European markets and
     Eastern Europe;  familiarity with the political and economic dynamics in which the project is implemented;
   - Significant project management capacity, such as successful experience as a Chief of party/Deputy Chief of Party for large and complex
     energy related policy reform and/or local government projects;
   - Blend of municipal energy or district heating reform and energy regulatory experience or knowledge and experience implementing
     programming related to energy reform/regulatory/heating reform;
   - A proven ability to work collaboratively with USAID and other donors. She/he will also have experience interacting with a broad range of
     high level host country officials, energy sector leaders and managers; and private sector and bilateral and multilateral development
     organizations;
   - Experience in development of new financial and investment mechanisms, including PPPs, for municipal energy and /or infrastructure
     projects based on best international practice;
