Description

The City of Gyumri (Gyumri or the City) is the capital of the Shirak Province and is the second largest city in Armenia with a population of 146,000. Economic activity in the City comprises mainly of tourism, production of building materials, textile manufacturing and food processing industries. Armenia�s capital, Yerevan, is located around 125 km south of Gyumri. The international border with Turkey is also located some 10 km to the west of Gyumri, but this border is presently closed.

Major roads converge on Gyumri from all directions and there is no bypass to remove through traffic from the congested city centre. Road infrastructure, together with street lighting has seen little investment or effective maintenance during the last two decades and is in a very poor condition.

A study funded by the Asian Development Bank (ADB) is presently being carried out which will prepare a ten year City Development Plan (CDP) for Armenian cities, including Gyumri. The study will focus on key urban development challenges including urban transport, water supply and sanitation, solid waste management, district heating, housing, economic development, logistics, tourism, and street lighting. A prioritised list of urban investment projects will then be identified in the study for each city, including Gyumri.


Objectives

   - to identify the scope of road and street lighting improvement works having an overall cost of EUR 13-14 million (exclusive of VAT) that
     would be eligible for a loan funded project;
   - to prepare cost estimates for the selected road and street lighting rehabilitation and improvement works;
   - to assess interest of the private-sector contractors' community in the LED-based street-lighting technology supply-and-install contract with
     a performance element (i.e. with compliance with energy efficiency targets) and - separately - in taking on multi-year operation and
     maintenance of the road infrastructure on the basis of a Performance-Based Management and Maintenance contract;
   - to carry out an economic appraisal of the proposed road and street lighting works to demonstrate economic viability of the proposed
     works; and
   - to carry out an environmental and social impact assessment of the proposed road and street lighting works;


Eligibility

Consultancy firms shall be entities registered in Austria and all experts proposed by the entity to work on the assignment must be either Austrian nationals or permanent residents of Austria. However, up to a maximum of 25% of the maximum contract amount may be used to finance services of local experts who are nationals of Armenia or consultancy firms of Armenia.


Budget

Cost Estimate for the Assignment: EUR 220,000; Exclusive of VAT.
