Objectives
The global objective of this Call for Proposals is: to improve social inclusion and poverty reduction among the most vulnerable and disadvantaged groups.
The specific objectives of this Call for Proposals are:
- to promote the social inclusion of vulnerable and disadvantaged groups through the provision of sustainable community-based social
services
- to improve the position of Roma people through initiatives aimed at their active social inclusion
- to promote the efficient use of resources through partnering of different stakeholders involved in the provision of support to vulnerable
groups
- to encourage and promote inter-municipal cooperation (cluster approach) in the delivery of social services, towards economies of scale
and budget efficiency
Size of grants
Grants requested under this Call for Proposals must fall between the following minimum and maximum amounts (divided by lot and priority):
LOT 1
- Cluster projects: between 100.000 EUR and 300.000 EUR
- Other projects: between 100.000 EUR and 200.000 EUR
LOT 2
- Sub-granting scheme: between 250.000 EUR and 500.000 EUR
- Other projects: between 60.000 EUR and 200.000 EUR
Eligibility
In order to be eligible for a grant awarded under Lot 1, the applicant must:
- be a legal person
- be non-profit-making
- be one of the following specific types of organisations: non-governmental organisations, established, minimum one year before the launch
of the Call, in Serbia, in a Member State of the European Union, or in any other country as specified within Article 19 of the IPA
Regulation; local authorities, including cities, towns, municipalities or city municipalities of the Republic of Serbia; public institutions
belonging to the social protection sector
- and be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting
as an intermediary
- In case the applicant is not established in Serbia, it must act with at least one co-applicant that is established in Serbia.
In order to be eligible for a grant awarded under Lot 2, the applicant must:
- be a legal person and
- be non-profit-making and
- be one of the following specific types of organisations: non-governmental organisations, established9, minimum one year before the launch
of the Call, in Serbia, in a Member State of the European Union, or in any other country as specified within Article 19 of the IPA
Regulation; public institutions belonging to the social protection sector; independent government bodies working in the sectors relevant for
this Call; public health institutions, such as primary health care facilities (Dom Zdravlja), hospitals, etc.; public education institutions, such
as primary or secondary schools, universities, research centres, etc.; public cultural institutions, such as museums, culture centres, etc.;
public companies (provided they are no-profit), such as public utilities, etc.; local authorities, including cities, towns, municipalities or city
municipalities of the Republic of Serbia
- and be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting
as an intermediary
- In case the applicant is not established in Serbia, it must act with at least one co-applicant that is established in Serbia.
